I want to buy a bird. How do I know FOR SURE it was raised in captivity?

I am terrified of the idea of buying a bird that was stolen from it's habitat. How do I know that the place I am buying from truly raised their birds themselves? I don't want to get a little baby bird I have to hand feed, because I don't trust myself, so that option is out of the question. Also, if I get a small bird, is it generally safe to let it fly about my house? I know they can get caught up in curtains and such, but is there a way I can "bird proof" my house?
