We always book to hotels abroad via online bookers. They have 2 kinds of booking - free cancellation and no refund. Understandably,. the free cancellation is more expensive, about 20% higher in cost than the no refund. When we get a booking, we take the no refund for the cheaper amount and just gamble if something untoward occurs and we couldn't proceed with our travel. But for our trip next month to Singapore, we are getting the free cancellation scheme, more expensive but it's worth because if the Zika virus persists, we might not proceed with our trip.
Many hotels if you book directly offer free cancellation within 24 hours unless it is a special deal. I know with Hilton, if you are a loyalty card member you can often change reservations if you speak directly to the hotel without charge. As many things are done online, some hotels do offer free cancellation, but speaking to someone is often better and to get a confirmation email afterwards. Sometimes the flexible rate is better so you can get a full refund especially in places like Travelodge as they know they can fill the rooms easily.
