Nothing beats Appshopper when it comes to finding good deals over the Apple App store. With this app, you can be quickly alerted of apps that had just gone on sale the minute the App store says so. I can't count how many times I've gotten great apps using this and it doesn't even cost a cent -- there are ads but it doesn't really hamper its functionality. Also worth mentioning is that you could register on the app for free to get email alerts of new sales, again a nifty feature if there's that one app you've been long waiting to go on sale. One of the must-have apps on any iOS device IMHO.
